Grandfathering of GED Scores Extended

The Commissioner of Education proposed to amend §100.7 of the Commissioner's Regulations to update, provide clarity and make necessary technical changes to section 100.7 including provisions relating to the Alternative High School Equivalency Preparation Programs (AHSEP) as well as implementing the following policy changes (#3 relates to the extension of Grandfathering):
  1. Allow candidates who take the High School Equivalency (HSE) test in a language other than English, where available (and receive a transcript with an inscription stating that the exam was taken in such language), to receive a new transcript without such designation providing that the candidate take and pass the HSE Reading and Writing subtests in English.
  2. Allows all candidates under the age of 19 to receive a HSE diploma upon passing the HSE test. (Eliminates the current provision that provides only a passing transcript to such candidates who meet age eligibility criteria of acceptance into the military or acceptance to a post-secondary institution).
  3. Make permanent the current provision in the regulation that allows a passing score on at least one but not more than four of the sub-tests of the of the GED® examination taken in calendar years 2002 through 2013 ( 2003 through 2013 for the Spanish version of the examination) to be accepted as a passing score on the corresponding sub-test or sub-tests of the new HSE examination, the Test Assessing Secondary Completion (TASC), administered on or after January 1, 2014 and before January 1, 2016.  The proposed amendment would allow GED® sub-test scores to be accepted for sub-test score(s) on TASC examinations administered on or after January 1, 2014.
  4. Will reflect Departmental policy since 1998 which allows Home Schooled students who are 17 years old to take the HSE, and extend that policy to include Home Schooled students who are 16 years old to take the HSE.

DRC Announces Agreement To Acquire Key Assets of the CTB McGraw-Hill (including TASC)

MINNEAPOLIS, June 30, 2015 — Data Recognition Corporation (DRC), a leading provider of educational assessment services, today announced it has agreed to acquire key assets of the CTB assessment business of McGraw-Hill Education. The move will strengthen DRC's position as a leader in the development and administration of K–12 assessments. It also enables McGraw-Hill Education to focus more squarely on its core mission of improving results for students, educators and professionals by enhancing teaching and learning. The transaction is expected to close today. Its financial terms were not disclosed.

DRC will acquire CTB's statewide custom business and summative shelf assessment products, including TerraNova®, LAS Links®, TABE®, and TASC Test Assessing Secondary Completion™ high school equivalency assessment.

Just Released: The High School Equivalency: Resource Guide for the Workforce System

Just released: Two resource guides for workforce system personnel across the nation. 

One guide, The High School Equivalency: Resource Guide for the Workforce System is an overview of High School Equivalency (HSE) in the nation including the changes that have occurred in the past two years.  The other resource, College and Career Readiness: Resource Guide for the Workforce System, is a guide for workforce system personnel on College and Career Readiness (CCR) Standards as it relates to adult education and the Common Core.  

You will find links to each of these extensive guides at here.  Also at that site you will notice that there are links to a webcast presentation (an audio overview) for each guide and a written transcript of each webcast.

TASC Readiness Assessment Update

The print TASC Readiness Assessment 2 (English and Spanish) will be available to ship from the warehouse July 1, 2015. Until then, please continue to use the TASC Readiness Assessment 1 with the Alternate Expected Performance Tables and the same Readiness Assessment Manual and Result Books that you used last year. Additional copies of the TASC Readiness Assessment 1 materials can be ordered using our new order form. For a copy of the order form click here.
 
An updated English version of the Online TASC Readiness Assessment 2 and the  Spanish TASC Online Readiness Assessment 2 will be available for download May 4, 2015.  Until the new print TASC Readiness Assessment Manual and the new Results Books are available, PDF versions will be supplied.

STATISTICS ABOUT THE TEST ASSESSING SECONDARY COMPLETION (TASC)
  • 26,034 took the TASC in 2014 vs. 44,200 in 2012, a 44.7% decrease
  • 50.2% of test-takers passed the TASC in 2014 (57.3% with grandfathered scores) vs. 53.8% in 2012
  • Math and Writing had the lowest pass rates
  • Final 2014 data and new assessments will be released  by end of March, 2015

NEW YORK STATE PATHWAYS FOR EARNING A HIGH SCHOOL EQUIVALENCY (HSE) DIPLOMA
  • Passing the TASC – the only state subsidized high school equivalency test in NYS
  • Meeting the requirements of the National External Degree Program (NEDP) – there is only one provider in NYC -- SEIU 1199
  • Earning 24 college credits

2015 TASC
  • The 2015 TASC will be available as of March 30, 2015. Use the 2014 TASC and TASC Readiness Assessment until then.
  • Shift in "Depth of Knowledge": fewer level 1 questions, more level 2 and 3 questions
  • New item types:
  • -- Constructed response (CR) (1-2 paragraphs)
  • -- Technology-enhanced (TE) – introduced in 2015 and fully implemented in 2016
  • -- Drag-and-drop, with and without sequencing
  • -- Evidence-based selected response (more than one part to the question)
  • -- Multiple-select response (more than one answer)
